Your letter of 19 Nissan reached me. Thank you very much for the statistical information regarding the educational situation.
With regard to your suggestion concerning a teachers' seminary: [Please prepare] a detailed proposal regarding the pedagogical lessons whose purpose would be to prepare teachers in a short time (3-6 months). [We are speaking of teachers] who by and large already possess the fundamental knowledge required of them and are lacking merely pedagogical and methodological training for which the minimum necessities could be received in such a short time.
My desire — if possible — is that together with the above proposal, you should include a list of people who could possibly be included as lecturers for these lessons and, in particular, a budget.
After the proposal is received, we will be able to consider the possibility of making it an actuality....
